IDERA to Restore Global Lessor Confidence - Captain Najomo

The Director-General, Civil Aviation (DGCA), Capt. Chris Najomo, has stated that the Irrevocable Deregistration and Export Request Authorisation (IDERA) is not merely an academic exercise but a critical commercial analysis that directly influences national economic progress, operating as the intersection of two distinct legal dimensions operational oversight and proprietary security.

Capt. Najomo, represented by the Director, Legal Services & Company Secretary, Barr (Mrs) Mary Tufano-Eche, made the remarks during the Aviation Law Committee bi-monthly session on the legal and regulatory framework for aircraft registration and registrable interests in Nigeria with the theme: "Aircraft Registration and Registrable Interests in Nigeria: All you need to know" hosted by the Nigerian Bar Association Section on Business Law (NBA-SBL) in Lagos on the 30th July, 2026.

The session was convened by the Aviation law Committee at its Bi-monthly series to deepen understanding of the provisions of the Nigerian Civil Aviation Regulations (Nig. CARs) 2023, and as amended by the International Civil Aviation Organization (ICAO) with focus on ownership, financing, leasing, and perfection of security interests in aircraft.

According to Capt. Najomo, for Nigeria to thrive, the local registry must seamlessly interface with regime to ensure backup for any declared registrable interest by the absolute enforceability of the law.

Delivering her opening speech, the Lagos Regional Manager, Barr (Mrs) Olubukola Teriba, highlighted the role of the NCAA as the statutory authority responsible for aircraft registration and oversight which establishes the legal identity and status of an aircraft.

The Regional Manager stated that the NCAA maintains the National Aircraft Registry (NAR), which contains details of all registered aircraft and issues the Certificate of Registration (COR) as well as maintain the Legal Interests in Aircraft Registry for the recording of proprietary rights, mortgages and other interests.

Gulla,Yunana John,disclosed that it is carefully designed to provide practical insights into the processes, legal requirements, challenges, and emerging developments relating to aircraft registration and the perfection of interests in aircraft under Nigerian law and applicable international instruments.

He, therefore, expressed profound gratitude to the DGCA and the NCAA for the successful hosting of the programme, noting that the NCAA's commitment to promoting legal, regulatory, and industry capacity-building has helped in no small measure in strengthening the Nigerian aviation sector.

Recall that the IDERA Advisory Circular was signed in Abuja on the 16th October, 2024, by Mr Festus Keyamo, the Honourable Minister of Aviation and Aerospace Development and Capt. Najomo, on behalf of the NCAA, to allow Nigerian airlines to easily access dry-lease aircraft and remove previous global lessor blacklisting.
